    Easily. Take it in small steps:
     
    1) Study web development and its core languages: HTML5, CSS3 and moving onto JavaScript.
    2) Practise what you've learned, writing bits of code, over and over.
    3) Create small websites for yourself, expanding them, just to toy around with.
    4) Get feedback on your work from professionals on WDF, to polish up your skills.
    5) Move into freelance work, to get a decent portfolio going.
     
    Try to incorporate learning Photoshop in there somewhere, it's the most popular tool for web designing and extremely useful.
