    The reset is necessary to correct the different display methods accross browsers. After implementing the css reset every element will behave in a similar fashion in internet explorer/firefox/chrome.
     
    I can't remember the differences, but for example the margin of a div might be displayed differently in each browser, when not defined, (one having a 5px margin, others 1em or none), after the reset you'll know that the margin in each browser is the same, thus the result will be similar to your intentions.
     
    You should start with this implemented as indeed as you mentioned it will change the behaviour of elements and since youve made specific adjustments for each element already it will mess up your work. However I think it is not that difficult to start with and saves a lot of time later in the process
