If it's a newspaper, the main focus should be your news stories, not your excessive and overbearing amount of sponsors and advertising. Currently your content is in a tiny spot, lost in the centre, surrounded by flashing adverts. As a start, how about adding a feature box in the top-left corner where you will have your main news stories, and then build the other stories and adverts around this? -

Know your portfolio inside out. What is your work flow? Where do you get inspiration? What blogs do you follow?
Research what technologies/software they use and swot up on them. Look at their past clients/work and give your opinion.

Past the halfway point I'd say. It's quite nice, definitely an improvement over the old site, but could do with more polish. As navarrod pointed out, work on your typography as the titles don't sit well with the body text. It has some nice touches like the slideshow and the rollover states on each module, so well done on that. The colour scheme and griddy layout though seem very harsh, try breaking it up with more images that are blended into the background or something.
