Good analogy is:
If HTML and CSS is addition, subtraction, divide and multiply (+ - / *) numbers
You write out a set of rules / sums and they are used as is.
PHP is algebra addition, subtraction, divide and multiply (+ - / *) letters
You write out a set of equations and they are used many different ways. -

3 days is reasonable if you are picking from a selection of existing themes and plugins (extra functionality outside of the virtuemart) and don't have to add content to the site yourself.
If you are making or tweaking a theme them yes I agree its far too short a development period.
If you are being given the product pictures, descriptions meta etc and have to do other typed content like the about page then again its too short because that takes time to be done correctly. (Although usually I don't get my design fees for entering content but considering its not what my job should be it would be nice for the inconvienience) -

In PHP there is a global that has the IP of the person connected to your site in it and you can do a regex to match it to IP ranges for countries. (Google a list of IPs per country UK is 86.XXX.XXX.XXX)
But don't reply of the detection to be exact since proxies are used (a lot in China) outside of the country of origin so make sure the option to change it is obvious. (and don't rely on exchange rates staying the same, find remote site you can connect to to get updates, or use paypal that does it for you.) -

A few too many @imports and <script> includes in the head of the website for my liking, the <body> tag is a third of the way down the source code. This is bad for SEO since the higher up your source code your content the better rating your site gets for search engines. (Not much but enough to be noticed.) -

If you want to make the way a website looks search on Amazon for "Website Design" books and buy 2-5 of them.
If you want to make the way a website behaves and interacts with people search on Amazon for "Website Development" books and buy 2-5 of them.
