anyone here tried radio webcasting? i want to broadcast radios FM stations from our local city .
preferably using flash.. what tools do i need?

you would need the url of their stream. This is easy enough in london as all major stations have a website and stream which you can just 'acquire' from their website. If the stations you are interested in have websites that have live streams, your task is actually pretty simple.... You are complicating your life by doing it flash though...
