When you get to the skin choosing bit, choose one of the options that dose not have NoFullScreen in the name. To get the fullscreen button working :
File->Publishing Setting - Click on the HTML tab - On the template drop down menu, select Flash Only - Allow Full Screen. This sets up the html, so that fullscreen mode will work when the swf is published.
