Its still applicable, however it does not touch on the issue of how to write quality content focused towards your key topic, which is of course the most important factor of on page SEO.
Still a worth while read for a beginner!

Sorry, but I didn't find this useful. SEO is all about content and back-links. The technical aspects covered in this aside from some of the basics at the top are very irrelevant to the overall picture of an SEO project. Google Webmaster tools shows you everything that matters and clearly tells you what they care about.
