Is hosting links for others sites legal?

Hi guys,
Im considering starting up a website. A feature in my site would be to host links (video) from others media sites.
In which the user can copy links into my site and they appear as a thumb nail.
Now if these videos were to stream on a video player embeded into my site rather than go to the original site to stream the video. Would this be legit? Note: all videos will be for private use only, when watching the video there will be no ads maybe the name of the site which the video link is streaming from?

Also if i allowed users to add to the thumb nail eg: names, catergories, ratings etc (private viewing still) would this be legit or illegal?

If you have any knowledge not related to my question but along the same lines. Please reply it would be greatly appreciated

If any information is needed please dont hesitate to ask.

if it's for private use then you don't need to put the site on the internet? just have it local on your PC. Issue solved?
