Problem with two transparent background images

Hello everybody

I spend a lot of time with searching solution for my CSS, because i fave decided to turn on this forum.

Actualy i'm working on webpage with content's background which is consists of two background images.

The first is mages is on top of content div, which has fixed size and has not repeat function enabled.

Location of second image is under first and has repeat function enabled.

Page must be also correctly displayed on older versions of IE.

For better understending, please see attached image.
