What other services must a freelancing webdesigner provide? Can he provide only website building services

They can provide what ever they are proficient enough in but they can just provide development if they want.

It's up to them. You can provide any service you want really. I know developers that purely develop and don't do anything else but i also know people that have a whole host of skills such as design, development, server administration etc.

Yes, you could probably custom code that yourself in a day using PHP and a wysiwyg frogmit.

Should cost no more than $6+premium tax.
