mobile site popups

Hey, just got a question to people who have used the new facebook app on android or ios, the one with the button at the top that pops out a side navigation across the side of the screen. How would I go about achieving something like this? As I'd like to try and play with something like it on my mobile website. Thanks for any help :)

Since a lot of hand-held devices have javascript turned off, it's better to use a pure CSS hoverpopup or tooltip (Google those words) but make sure they aren't too big for a small screen, perhaps no more than 150px wide.

you can see the same effect by going to m.facebook.com. I've used some basic css popups before but unsure if this would give the same effect as it does on facebook?
