How do you package your SEO service? Pricing, measurements, activities, timescales, etc

Hi All,
Let's assume that I'm fairly well versed in the theory of SEO :
1 ) HTML code optimisation
2 ) Using Google Analytics
3 ) Keyword Research
4 ) Backlinks
5 ) Improving conversion rates + Improving Traffic
However, this has always been on the basis that I just wanted to know it as a web developer, and owner of a few of my own sites.
I've been asked by four clients over the last week to come up with a Search Engine Optimisation proposal to bring more traffic to their websites, with the aim obviously to make more sales. I was hoping to be able to package SEO in terms of a product that can be sold on a monthly continual basis. My initial thought was to ask on this forum what people thought might go into a monthly SEO package?
My own thoughts are that for an SEO package to actually work long term then it has to deliver more monetary value than its own price, or is this wishful thinking? I spoke to a fellow business person the other week and he was talking about not worrying about whether an SEO package was actually good for a business, and just concentrate on the selling of it, and getting the work done to a high standard. Any thoughts on the balance between these two opposites?
For clarity, let's assume these are SMEs so the package price point would start at £150. There must be something useful that can be done for £150 per month, surely? What about using outsourcers?
Any thoughts greatly appreciated!

Wow!!
You want to charge a client £150 a month & then outsource the work?

Companies want results, if you could package together an SEO package where they get results, then outsource activities to a lower pay band so you can get better value, and then quality control and manage it all, I think everyone wins, personally. Obviously there are conflicting thought processes going on here

You're right, business is business and our clients simply want results for the agreed price. We're quite open about leaning on and using SEO consultants, we do a lot of the work ourselves but sometimes we simply don't have the time or expertise to do so and hence a outsource is used.
In terms of 'rate of return' on SEO, you're handling the perceived benefit of your client and not necessarily increases sales. It can be a tricky balance, but then someone shouldn't expect the earth for ~£150 a month.
We worked out the hours and effort involved in SEO and priced it accordingly, you should do the same, if it takes 'x' hours then charge for it. For reference our basic package starts at £199 a month.
