Is a degree necessary to be a web designer/developer?

To answer the OP, I'm a developer by trade and have a Bsc in an unrelated subject. Do you need a degree to be developer - absolutely not.

I personally wish I hadn't done a degree and got some earlier industry experience. At the end of the day, employers are looking for experience - university simply doesn;t give that. Don;t regret going for the social aspect, but would have preferred to get some relevant industry experience.

Depends where you're applying to. Council/Government based jobs usually require a degree in something. An agency would much prefer experience, so you can jump into your role without training/help.

NOT AT ALL !I did my UG and PG in computer science but never bothered to gain knowledge from it.
I am surviving just with my self taught experiences. The articles, blogs and tutorials on the internet can offer you more than a degree does for sure ! Obviously coupled with your creativity and passion for design ...

Degree in Graphic Design? Probably good.

Degree in programming and computer science etc.? Probably good.

Degree in Web Design/Development? Probably means you do it wrong, seeing as it's taught wrong.

If I was an employer looking for a Web Designer, the fact that they'd done a University degree would raise alarm bells. I want up to date stuff, not 5 year out of date stuff. I'd much rather look at portfolios.

Ah, now Computer Science is one of those degrees that's actually worthwhile, because software development and design patterns haven't shifted much over the last 10 years or so. More languages have OO (PHP), some are shifting from client to server-side (JS) but if you know how to program, you know how to program.
