Personally I always cringe when a client wants me to work with 1and1, their support leaves a lot to be desired, you often need to speak Fillipino to understand them

1&1 were so bad and annoyed me so much over a small support issue that they forced be vent and write a blog post

OT/ I have had a lot of clients with 1&1 and i have moved them all away and always will.

I think a lot of hosts use cPanel, so you may have to get used to it. I use DataFlame based in Hampshire and I haven't had any trouble with them. They use cPanel.
I don't think living in France will be a big problem apart from some small delay in transferring data from you to them, and users from UK accessing a host in France might have a little delay but it should be very small. DataFlame's office is only about twenty miles from me so I can go and bang on the door if I have problems!
