Where is the best place to buy these considering price and quality?

Don't just buy them.
Every business is different. Hire a solicitor to draw them up for you. That way you can guarantee their effectiveness.

What price would I expect to pay a solicitor for T&C + PPolicy + Tof Service

No idea to be honest. Get several different quotes from different solicitors and go from there.

Like Mike says, every business is different so you'll want something tailored to you.

The cheapest way of getting what you want is if you write out exactly what you want the T&Cs to cover, then pass it to a solicitor for rephrasing in legalese.

Going to the solicitor and saying you want T&Cs for a website is like a client coming to you saying "I want you to make me a website" - there follows a lot of consultation to draw out exactly what you want. Solicitors are expensive by the hour so do the groundwork first.

What if my business offers the exact same services as another ?

Couldn't I copy their Terms and Conditions, read it thoroughly and change anything that might need changing ?
