How - ? Website up and running

I would like to get my website up and running on my server (live), so I can work out the pages that have errors. I don’t want anybody trying to get on my website… I want them to see an “under Construction’ page. How do I set up getting my website online and setup under construction?

then either put all your test pages in a subdirectory or test them not linking to index.html

As zed says. Make your current index page something like 'home.html' and make 'index.html' an under construction page. Failing that set up an HTACCESS file that redirects users to a different page but allow your IP through.

Could somebody tell me how I set up my web to go online?
If I set up my html page Under Construction before I go “live”, will I see the pages that way when testing in my browser?

Scotty.. google for 'X10 hosting' or '000 webhost' both of these provide free basic web hosting for people like yourself. It's not a lot of web space just 5Gb and there are a few restrictions with some of the more advanced server commands being disabled but should be more than enough for you at this stage.
PS: would somebody explain why triple zero hosting is tripping the filter?
