In addition, i will need it to be scalable and highly customizable. For example, consumers will be able to group together in a yahoo groups/social networking fashion and then discuss and buy together as a group; merchants will have minimum volumes and time tools similar to those available on present group purchasing sites. (http://groupbuyingsite.com/). Are there plugins for each of these things? Can they be integrated together? Is plugins to open source the only route to go? As there is alot of customization going on here should i write from start?

Welcome to the forums.
This sort of site would inevitably be mostly custom. You could base the site on an existing platform to provide you with common functions, but it may be more cost effective to build it from scratch.

Hi blue dreamer, Thanks for your reply. So how do i go about assessing whether it should be from scratch or customized open source? My concern is because many people have answered from differing sides and it is hard to make a good judgement.

To OP: You don't have any. Something like this is too specialised. Even if there was an open source package that roughly done what you wanted it wouldn't be exact, you would need to heavily customise and if you are going to do that what real difference would it make just to do it all custom?

Mainly because of the "group buying" bit, that sort of functionality isn't normally available with off the peg shopping cart systems. However, some system like Magento may have addons that provide something similar but whether those would meet your actual requirements is really a matter for you to investigate.
If you go for a custom solution you can have exactly what you want, budget permitting of course!
