Which software do I need? maths based web design

Hello everyone! I'm new to the forum, but not new to web design.

I'm looking to create a web site, or even web based software that is mainly going to be used to calculate numbers.

It's a very messy spreadsheet at the moment but I have all the calculations done on excel. I view this website as having a home page with a user log in. Once logged in, being able to create a 'project' and each project consisting of forms with the end result being graphs, charts and written data. A user will be able to create many projects and a project will be able to have many forms.

Which language?
Which developer software?

If you need any more info in order to get a better overview please ask.

Hard to say without seeing the whole picture but PHP and SQL are probably a good place to start and should be fine for most tasks.

You'll also definately need some JavaScript and ajax to recreate the feel on using Excel on a webpage.
