I wanted to know if someone could explain this for me please.
I have a website where the best page for my keywords appears in a Google SERPS on page 3. Yet I have an unlinked PDF brochure which appears on page 1 for the same key words. The brochure was used for a while and was just left on the server.
I must assume that Google can read the text of the a pdf document, is that correct?
But how can the website, with my best efforts of SEO, be worst than a rouge pdf document. Any thoughts?

Depends how good your best efforts at SEO are and what's actually in the PDF. What keywords are you talking about, and what have you done to the site?

Hard to say without a link, but I'd would have though one of the pages would be better linked to.

The key words are "electric bike".
The pdf contains a lot of information about electric bikes.

yes, pdf can also be crawled by the search engine robots. If you are trying to search your pdf's name in the serach engines then you are able to find it....But try to optimized your website with the proper keywords

Its very difficult to say about this. Nobody actually knows hows the Google algorithms work. I suggest to do SEO regularly for your website. It will be gain ranking soon.
