Low power web development server

I'm going to look at building a low powered (And even lower cost) development server at home that I can leave on 24/7 without the worry of large electricity bills. Port forward via dyndns to access remotely etc

Having scoured Google for ideas, there's clearly a lot of ways to go about doing this; although not all are cheap.

Some of the better ideas out there are actually using devices not initially designed for the purpose. Routers, Nas's etc. How they hold up performance wise is probably questionable, but then this is only a home dev server after all. The atom processors look very promising but you're looking at spending more. Linux on Arm looks the best route to go down rather than an x86 setup, , simply because the power consumption is much better

I'd be interested if any of you have any little projects you've undergone at home, or have any ideas on how you would make a low power, lower cost server to mess around on.
