What Are Some Good Free Flash Development Programs, Like Adobe's Flash? I'm Very Interested In Learning ActionScript & Making Animations - Thanks! =)

adobe flash cs5 would be a good start? serif draw allows you to create animations but its no where near as good as flash cs5

Didn't realise Flash CS5 was free? ;) But if you NEED actionscript there are probably not many worthwhile alternatives.

If you want Flash editors with animation etc to get started with, there are more to choose from - Swish is very popular and also Kool Moves.

Our contribution is Opus Creator and that's almost free as they've discounted it so much at the moment :o

FLEX is essentially free.

I'd agree Flash CS5.5 is the way to go though, even though it has a cost overhead its the best editor out there.
There is an alternative called Swish, I played with it years and years ago and it worked but was nowhere near as powerful as the official Adobe Flash editor. I don't think Swish is free either though.

If the OP is tight on cash or doesn't want to sink a lot of money in a tool he/she doesn't know whether they will use Adobe offer a monthly license to use their software now. I don't know how the costs weigh up though.
