dose anyone know the process of creating an online direct debit mandate so users can fill in their details.

You need to contact your bank or payment provider, they will most liklely have an API you can use

thanks for getting back to me, thought as much, spoken to the client earlier about getting info from the bank. :)

That a lot of hoops your client has to jump through to get that set up. Can't they take regular payment from a credit / debit card?
