Mind sharing the domain? Most likely to do with DNS propagation, if only some DNS servers can reach it. How long has it been going on for?

The problem seems to be with your ISP, if you are changing your local machine DNS setting, Why dont you try and confirm the DNS settings with your ISP provider. You also try using OpenDNS.

Thanks for the suggestion for change local machine DNS, but I want to know why it's happen? can it from firewall from the host server or from the isp provider because I think my ISP IP was blocked by the host firewall.

In such case you need to visit whatismyip.com and provide your machine IP to your hosting provider and request them to unblock your IP from the deny list. Ask them to unlock the fully IP range this should solve your problem.

It isnt you that is being blocked as changing DNS server gets you connected.
I would say from the 30 seconds ive investigated that the dns at joomblaster.net (who you use for your nameservers) is set up badly.
First port of call would be to check the dns set up at the host level.
