Backlinking Backlinks to my site

So I keep hearing about one of the key things to increase the ranking of a site is high quality relevant links to your site.
I'm want to get me head around how you go about doing this.
How do you actually get a link from another site to yours? are we talking blogs? or are we talking about contacting the website owner of a site and saying please??
Can you clarify?

Getting baclinks is both time consuming and definately a skill that can't be taught. This is where it's actually worth using a proper SEO company, as they have the resources and skill set to get you such links.
As daveb says getting backlinks is also dependant upon context and exactly what niche you're tragetting. For instance, getting links for a web design companies corporate site is harder than getting links for a generci blog about web design.
Backlinks is something you can read a lot of crap about in Google and a lot of sources make it sound very easy. In reality, getting quality backlinks is the most difficult aspect of SEO.
I did recently come across a good way to learn directly from the pros. Google a few SEO companies - look for the bigger companiues, not one man bands. A b***** company will usually do a free appraisal of your site. I came across one who actually let me connect to their PC remotely while they went through my site - I was able to see what tools they were using and was able to ask questions, found it really useful.

Backlink in high PR always help to increase in Google Ranking so do generic SEO to get high PR link

Whatever you do don't go exchanging links with anyone for the sake of it (make sure it is relevant to your own site)!
The other rule I would say is to not link to a site with more than 10 outgoing links on the web page. Sites with hundreds of outgoing links will not add a great deal of value to your site, even if they carry a high Page Rank.
The reason being is that the page rank value is divided by the number of outgoing links.

If you have no reason for anyone to exchange links then I guess its a case of writing some top notch interesting information and making people aware of it by posting on forums and social networking!

Your site maybe penalised, Google arent ignorant and if you're selling software in the UK and have links to your site on 100 tennis shoe directories in India, it will be aware.
DO NOT be tempted to outsource the linkbuilding effort to < $5
These people don't 'care' about you and you will be paying them to basically create spam. Gain reputation not despite
DO research on link building!!!
The obvious one I know but really, don't search google for 'linkbuilding', search rather for link building webinars and guides on the subject from reputable sources.
DO consider investing in your own education
Go for a free trial first, these are usually a month in length and then consider a subscription to reputable SEO aids out there like SeoMOZ, or WordTracker. These guys have Excellent webinars on linkbuilding, not just from themselves but from other highly rated industry professional. The information and ideas you will gain from these can be invaluable and give you fresh ways of link building you won't have contemplated. In addition you will be able to discuss linkbuilding and other SEO topics in Q&A sessions with both the highly rates guys and other individuals who take their SEO seriously.

You are hearing very rightly, getting relevant links is the thing according to Google...well atleast now it is!
Look there are many methods to go about a link building campaign so one should plan it properly. You can target the Webmasters that own website strictly related to your niche. You can get in contact with them and ask if they are interested in adding your websites link to their page and you will also add their link on your website. User also gets a benefit from that, like if he's searching for car accessories on your website and a page of your website contains link to a page offering music systems for cars, he might find it interesting.
So this is one of the methods and approaches that you can take.

what you just described is reciprocal linking, and google dislikes that.
