I'm a big fan of flash for banners and headers but one thing I've never found the answer to is whether a gif image can be loaded in place of the flash movie if the plugin is not detected? It would be really useful for browsing sites on mobiles as the banners never show if done in flash. Can this be done, if so how?

Best way is probably to use something like swfobject. It handles all the crap for you and provides an easy way to fall back to any other type of content.
