The main ones to look into that gain a lot of traffic are:

http://www.stumbleupon.com/
http://digg.com/

There are many others but these are pretty good and give you some powerful backlinks.

When you place bookmarks / submissions on those sites don't forget to ping the URL's of the submissions and also to ping the RSS feeds that get created from them.

I've used the most usefull social booksmarks and networks, but unfortunately I don't see any result. I even start to believe that this way of promoting and getting traffic is ineffectual.

That depends on what you are offering, If you are offering something very interesting and helpful you can generate good amount of traffic from Digg, Stumbleupon, Reddit and Delicious etc. These are the best websites when it comes to social bookmarking.

If your offered content is boring and non helpful then I think none of these sites will help you.
