If this is the hosted version then just point them to wherever they can close the account.

You must mean wordpress.com instead of wordpress.org where you can download the php code for your own forum and upload it to your own web site.

Well, still, where is this place to point them to where they can close the account?

Yep I assumed you meant it was the hosted .com version.

I've no idea where the cancel account link is, suggest looking through their help docs or contacting their support.
