Hi, I need an Ecommerce website building and have been looking at freelance sites like Elancer, I'm getting allot of "offshore" guys mainly from India bidding to do the job at very keen prices and from their portfolios they seem to be very competent programmers. Although I know almost nothing about web design I feel that I could discuss the requirements for the functionality of the website with someone thousands of miles away quite successfully however when it comes to the design of the site I feel I would have to sit down with someone face to face at least once to explain exactly what I want. I live in London so I suppose what I'm looking for is a designer who is based near-by who outsources the programming so can create a really good site for me at a competitive site.

The price for this is in the 2-4 K mark, depending on the amount of custom coding.
