To create a website that is visually stunning do you have to be good at Art or do you just have to get used to working with the programs you create them on?

Being artistic would help, I do think you need to know the fundamental principles of graphic design before you can do anything decent.

It helps, but as said above, web design is mostly about using tried and tested techniques i.e. principles that work to create a professional look. Art generally works a bit differently in that new wild ideas are what it's all about. On the other hand if you are wanting to create a crazy out of this world website then you can pursue that route too - it might just work!

Visually stunning is very much graphic design based. That doesn't necessarily mean you need to be good at art itself (ie being able to draw).
