hi there,
page rank zero is mostly because if your site is new and yet to be crawled or if your site is up but it does not get the desired link to increase the ranking.

From my little knowledge of PageRank its Google's method of calculating a page's relevance and importance through the quality of sites linking to it.
So getting links from relevant websites would increase it.
One note to add, I wouldn't go spamming loads of links to blogs, directories etc... You should build them up at a steady pace.

No not at all.. It means either you dont have proper SEO and proper coding of your site..or you dont have backlinks to your site to specify certain key words related your site to be indexed in google.
