I am setting up a website where Web Hosting owners can advertise there website much like this how could I do this? Could I use Joomala? or what do you guys recommend?

Joomla or another CMS is usually used where only one person has a username and password to edit parts of the page or several people with different usernames and passwords but each can only edit their own part. So in your case you would have to know the people in advance and allocate one section on the page to each so that they could edit content just in that part.

If you want unknown people to add parts of a page then you might need a PHP form and a database, they could then upload images and text and you would have to use PHP to draw entries from the database into an additional part of your page, like an expanding table.
