I have a wrapper background that shows ideally in FF/ CHROME/OPERA but NOT in IE 7

It is a PNG, so I tried also with a JPG, same result.

I search for an answer and appears a Microsoft fix + some other things. But Which one is the best ??
Note : I might not be a top pro designer/ web master but there are limits. I am so annoyed with this browser, this is ridiculous.
Can't we make a general boycott ?
